Portsmouth Workers Come and Go, Never Stay

There they go!
In a previous post, I suggested that Portsmouth commit to the goal of attracting 1,000 families within three years.

Portsmouth is home to several large employers, both government and private. Examples include the Norfolk Naval Shipyard, Norfolk Naval Hospital and APM Terminals.

If you look at the commuting patterns of people who work in Portsmouth but live elsewhere, it is obvious that Portsmouth is home to a number of jobs but not home to the number of people who work at these jobs.

Here's a breakdown of commuting patterns for Portsmouth, taken from the Census Bureau's Residence County to Workplace County Flows,2006-2010.

Obviously, commuters from Virginia Beach and Norfolk are paying tolls. So what can Portsmouth do to attract a fraction of these commuters? In this instance, Portsmouth should see the tolls not as a liability but as an asset. Seek advantage in disadvantage. In adversity, seek change.
